Dr. Randy Dominguez earned his Doctor of Veterinary Medicine (DVM) degree from Universidad Central “Marta Abreu” de Las Villas in Villa Clara, Cuba, in 1997. After completing the required licensing examinations, he became licensed to practice veterinary medicine in the United States in 2007. He subsequently practiced for four years at Palmetto Animal Clinic before founding Animal Care and Surgical Hospital on February 14, 2011.
Since 2008, orthopedic, spinal, soft-tissue, and minimally invasive surgery have been Dr. Dominguez’s passion and the primary focus of his professional career. He has completed more than 2,000 hours of advanced continuing education in orthopedic, soft-tissue, spinal, arthroscopic, laparoscopic, and endoscopic procedures. His ongoing pursuit of surgical excellence has also included numerous externships and individualized training experiences alongside highly respected surgeons from around the world.
Dr. Dominguez is among a relatively small number of veterinarians in South Florida who routinely perform minimally invasive arthroscopic surgery. He also performs advanced laparoscopic procedures and is among the limited number of veterinarians in Florida trained to perform total hip replacement. His advanced surgical capabilities allow him to offer selected patients sophisticated treatment options designed to minimize surgical trauma, restore mobility, and improve quality of life.
Throughout his career, Dr. Dominguez has performed thousands of surgical and endoscopic procedures, including many referral cases from veterinary colleagues. Through his mobile surgical practice, he provides orthopedic, soft-tissue, and spinal surgery to veterinary hospitals throughout Miami-Dade, Broward, and Palm Beach counties.
In 2024, Dr. Dominguez and his wife, Sulayne Dominguez, purchased Westchester Animal Hospital. Together, they proudly continue serving the community while expanding the hospital’s surgical capabilities and maintaining a strong commitment to compassionate patient care and surgical excellence.
Outside veterinary medicine, Dr. Dominguez enjoys horseback riding, working out, studying, and spending time with his wife, their three children, extended family, five dogs, and three cats.

Dr. Joanne Medina was born and raised in Puerto Rico and is a veterinarian with more than three decades of experience dedicated to providing compassionate, high-quality care to companion animals. She earned her Bachelor of Science in Biology at the University of Puerto Rico before graduating with her Doctor of Veterinary Medicine DVM degree from the University of Missouri in 1993.
In 1997, Dr. Medina purchased Westchester Animal Hospital, where she successfully owned and managed the practice for 27 years. Under her leadership, the hospital became known for its commitment to exceptional veterinary medicine and personalized client care. In 2024, she sold the practice to Dr. Randy Dominguez and continues to serve the community as an associate veterinarian at Westchester Animal Hospital, where she remains committed to the health and well-being of her patients.
Dr. Medina is an active member of the American Veterinary Medical Association AVMA and the South Florida Veterinary Medical Association SFVMA, reflecting her ongoing commitment to professional excellence and continuing education.
Outside of veterinary medicine, Dr. Medina enjoys maintaining an active lifestyle. Her interests include working out, water sports, and skiing, and she also spends a great deal of her free time supporting and cheering on her son as a goalkeeper.
